ChatGPT Ads in India: a practical guide for local businesses (2026)

ChatGPT now carries ads, and Ads Manager lists India as available for self-service buying. That has produced a lot of excited posts and very little plain explanation. This guide sticks to what OpenAI’s own help centre says, adds the judgement we use when we plan campaigns for local businesses, and is honest about what nobody knows yet.

What ChatGPT ads are, and where they appear

A ChatGPT ad is a sponsored unit that can appear below the end of ChatGPT’s response, when there is a relevant match to the conversation. It is labelled as sponsored and visually separated from the answer, so a user can see where the answer stops and the advertising starts. One or more ad units may appear, and a single unit can feature one or more items from one advertiser or from several.

The most important rule for an advertiser to understand is that ads do not influence the answer. OpenAI runs ads on separate systems, and advertisers cannot shape, rank or alter what ChatGPT says. Showing up below an answer about the best way to prepare for an exam does not mean ChatGPT recommended your coaching institute, and OpenAI is explicit that an ad is not an endorsement. If your plan relies on the answer itself mentioning you, that is a content and reputation problem, not something an ad budget can buy.

There is also a feature with no real equivalent on a search results page: users can message an advertiser through an ad. The advertiser sees only the messages sent to them, not the conversation that led there. For a local business that already lives on enquiries and replies, that is worth planning for before launch, because someone has to answer.

Who actually sees them

Not every ChatGPT user is in the audience. Ads may appear for people on the Free and Go plans. Plus, Pro, Business, Enterprise and Edu accounts do not get ads. Accounts identified as belonging to someone under 18, through account age information and age prediction, do not get ads either. There are no ads in Temporary Chats, and during the test ads do not appear in the ChatGPT Atlas browser.

Ad testing started in the United States on 9 February 2026 and is rolling out to select regions. That is worth reading carefully. Ads Manager being available to Indian advertisers is a statement about who can buy; it is not a promise about how many people in your district will see an ad on a given day. Treat any early campaign as a test of whether delivery happens at all for your targeting, and read the reporting before you read anyone’s predictions.

  • Can see ads — Free and Go plan users who are not identified as under 18.
  • Do not see ads — Plus, Pro, Business, Enterprise and Edu accounts, and accounts identified as under 18.
  • No ads in these places — Temporary Chats, and the ChatGPT Atlas browser during the test.

How an ad gets chosen

This is where ChatGPT ads differ most from Google search ads, and where most of the misunderstanding sits. You do not buy conversation keywords the way you bid on search terms. OpenAI describes selection in terms of expected relevance and outcomes, using several inputs together.

When several ads are eligible, ranking combines that relevance with advertiser bids. Signals can include general location and language. Crucially for anyone worried about privacy, advertisers never receive chats, chat history, memories, the user’s name, email, precise location, IP address or sensitive information. What you get back is aggregated reporting.

The practical consequence is that the landing page and the ad copy carry more weight than many advertisers expect. If the page is vague, the system has less to match against. A page that clearly states what you do, where, and for whom gives the ad a fair chance of being judged relevant to the right conversations.

  • The conversation — the context and intent of the current chat.
  • Your ad and page — the landing page, the ad title and the ad copy.
  • Your inputs — context hints you provide at ad-group level, plus your targeting selections.
  • Personalization — when a user has ads personalization on, select signals from their broader ChatGPT use, such as past chats, memory and ad interactions.
  • Your bid — used alongside relevance when several eligible ads compete.

What you cannot do with ChatGPT ads

Ads are not eligible to appear near sensitive or regulated topics, including personal health, mental health and politics. Political advertising is not allowed at all. Some health and financial-services advertisers may be eligible if they meet strict criteria, but even then ads are not placed near sensitive user content. For a clinic, a diagnostic lab or a counsellor, that means the conversations most closely tied to your service are the ones your ad is designed to stay away from. Plan on the assumption that this channel will be narrow or unavailable for you, and check eligibility before building anything.

You also cannot see what people typed. There is no search terms report in the Google sense, because advertisers never receive chats. You cannot target a named conversation, buy a guaranteed mention inside the answer, or pay to rank higher in what ChatGPT recommends. Anyone selling those things is selling something OpenAI says does not exist.

Setting up in Ads Manager from India

India is listed as Available for self-service Ads Manager, which is in beta. The advertising legal entity has to be based in an available country, so the business on the account should be the Indian business you are advertising. Some new self-serve accounts can initially advertise only in their home country until identity verification and a spend threshold are met, which matters if you were hoping to target customers abroad from day one.

The structure will feel familiar if you have used Google or Meta: a campaign, then ad groups (where you add context hints), then ads with creative variations. Ads go live after review, once verification and billing are complete. At campaign level you set a title, an objective, a conversion event if you choose Conversions, a budget, start and end dates, countries, and optionally platforms (Android app, Android web, Desktop web, iOS app, iOS web) and custom audiences. A custom audience needs at least 25,000 matched users to be used for inclusion, which most small local businesses will not have, so expect to work without one.

On budgets, you choose a campaign total or a daily budget, and OpenAI advises new advertisers to start with daily. A daily budget is an average over a Sunday to Saturday week: a single day can spend up to twice the daily figure, and the week will not exceed seven times it. Do not panic when one day looks high. As of October 2026, OpenAI’s help centre lists a minimum daily budget of ₹725 for INR billing. That is OpenAI’s platform minimum, not a recommendation and not a fee from anyone else.

For location, you can target by country, and for most campaigns also by state or region, city, market and postal code where available. Availability varies by country, and new product-feed campaigns are country level only. Check during setup whether your city actually appears as an option instead of assuming it will.

  • Views — billed on CPM, per 1,000 impressions. A reach objective, judged on reach.
  • Clicks — billed on CPC, per valid click. Judge it on what visitors do after the click.
  • Conversions — optimised for a conversion event, billed per valid click (oCPC) or per 1,000 impressions (oCPM). You do not pay per conversion.

Writing ads and landing pages for conversational intent

People do not talk to ChatGPT the way they type into Google. A search might be three words; a chat is often a full situation with constraints attached, such as a budget, a timeline, a location and a worry. The ad appears after the answer, so the person has usually just read a considered response and is deciding what to do next. Copy that shouts a discount reads oddly in that moment. Copy that names the situation and offers the next concrete step fits better.

Context hints are where you tell the system which conversations you are relevant to. Write them as plain descriptions of the problems you solve and the people you serve, not as a keyword list. A tuition centre might describe students preparing for board exams who want evening batches near them; a furniture showroom might describe families furnishing a new flat on a fixed budget.

The landing page has to finish the conversation the user was having. Lead with the specific thing they were asking about, state the location and service area plainly, show what happens next (call, visit, message, book), and keep the form short. A generic homepage that makes the visitor start over wastes the context that brought them.

Measuring what it is doing

Reporting from OpenAI is aggregated: views and clicks, and conversion events if you set them up for a Conversions campaign. That is enough to tell whether the channel delivers and whether visitors do anything, but not enough to explain why. There is no record of the conversations that triggered the ad.
